About this opportunity
The State of Louisiana, Office of State Procurement, is requesting bids on polyurethane foam products for the Louisiana Department of Corrections–Prison Enterprises under ITB 3000026503, with bids due August 4, 2026 at 10:00 AM CST. Louisiana preference provisions apply to bidders with a workforce comprised of at least 50% Louisiana residents; United States manufacturing preference is available within a 5% cost threshold if Louisiana preferences do not result in award.
The scope comprises six line items of polyurethane foam in specified thicknesses and densities for furniture manufacturing and refurbishing: Regular Upholstery Foam (1/2" thick sheets, 27" x 30' or 30" x 30'), High Resiliency Polyurethane Foam (2", 4", and 6" thick sheets at 27" x 80'), and specialty foam sheets (1" thick at 12" x 80' and 1" thick at 27" x 82'). All products must meet ASTM D3574 specifications and include physical testing per Carpenter Test Methods. Delivery is required to Dixon Correctional Institute Chair Plant in Jackson, Louisiana and Allen Correctional Center Furniture Plant in Kinder, Louisiana within stated timeframes (14 days after order receipt for Line 1; 10–15 days for Lines 2–6). All bid prices must be inclusive of freight charges with F.O.B. destination and inside delivery, unpacking, assembly, and debris removal.
This is a blanket order contract with no guaranteed minimum quantities. The initial contract period runs from award through December 31, 2026, with options for two additional 12-month renewals (maximum 36 months total). Unit prices must remain firm for the entire contract period and renewal periods. The State intends to award on an all-or-none basis to the lowest responsive, responsible bidder but reserves the right to reject individual line items. Bidders must register in the LaGov system and submit responses through the LaPac website platform. Newly registered bidders must include W-9 forms. Bidders proposing equivalent brands or models must submit supporting technical documentation for evaluation.
