About this opportunity

The City of Sacramento is requesting bids for Center Parkway Mack Streetscapes Maintenance Services, with bids due September 22, 2026. The contractor must hold a California C27 Landscaping Contractor License and have at least two years of actual experience providing landscape maintenance services for large-scale commercial and/or governmental agencies — core eligibility filters. No subcontracting of maintenance services or pesticide applications is permitted.

The scope encompasses general horticultural maintenance, integrated pest management (IPM) services, operation of manual and automatic irrigation systems, cleanup of landscape areas, repairs and replacement of irrigation systems and plant materials, mowing, edging, weeding, debris and litter control, pesticide and fertilizer applications, mulching, plant pruning and replacement, and bi-monthly irrigation system testing and adjustment. Work is performed across center parkway and Mack streetscapes within Sacramento County and San Francisco City jurisdictions. The contractor must deploy a full-time management representative available during normal business hours and a field supervisor on-site during all work hours. At least one full-time employee must be qualified to work on irrigation systems, and at least one must hold a Qualified Applicators' License or Maintenance Gardener Certificate registered with the Sacramento County Agriculture Commissioner. Work hours are Monday through Friday, 7:30 a.m. to 4:00 p.m., with Primary Street operations restricted to 8:30 a.m. to 3:30 p.m.

Performance is evaluated through weekly City Inspector inspections and Landscape Maintenance Inspection Reports. "Needs Improvement" ratings require correction within seven calendar days; "Unsatisfactory" ratings require correction within 48 hours. Two consecutive "Unsatisfactory" ratings result in a two-week maintenance fee deduction. Payment is withheld until all work meets contract specifications. The contractor must maintain all required licenses and certifications throughout the term and comply with OSHA, CAL-OSHA, California MUTCD, Sacramento City Code Chapter 12.20 (street closures), Chapter 13.04 (water conservation ordinances), and chemical application protocols requiring Pest Control Advisor recommendations.
