About this opportunity

The City of Charlotte, North Carolina is requesting proposals for cemetery maintenance services at Settlers Cemetery under RFP #269.2027.021, with proposals due October 5, 2026 at 3:00 p.m. A Small Business Enterprise participation goal has been waived but SBE participation is strongly encouraged where possible. The contract will require service cycles at minimum every seven calendar days, with between 40 to 43 cycles annually depending on seasonal variation, commencing March 1, 2027.

Scope includes landscaping, turf maintenance, edging, cleanup of grass and leaves, ornamental tree care, shrub and groundcover maintenance, mulching, insect and disease control, and storm debris removal at Settlers Cemetery, 200 West 5th Street, Charlotte, NC 28205. The contractor must maintain at least one full-time employee with a valid pesticide applicator license throughout the contract term and provide appropriate insurance certificates meeting or exceeding sample contract requirements. The contractor bears full responsibility for property and plant damage, including replacement or restoration costs.

Compensation is based on unit pricing per service cycle. Payment is contingent upon satisfactory inspection ratings; an unsatisfactory rating for any maintenance component results in no payment for that location during that service cycle.

Evaluation is weighted as follows: Qualifications, Experience, and References (35 points); Equipment and Staffing (20 points); Price Schedule (35 points); and Acceptance of Contract Terms (10 points). A non-mandatory pre-proposal conference will be held virtually via Microsoft Teams on September 21, 2026 at 9:00 a.m. Written questions are due by 3:00 p.m. on September 16, 2026 (prior to the conference) or by 3:00 p.m. on September 24, 2026 (after the conference). Contractors must be registered and in good standing with the North Carolina Secretary of State at bid submission. Contract award is subject to City Council approval.
