About this opportunity

The North Carolina Department of Adult Correction is requesting competitive sealed bids to establish an Agency Specific Term Contract for Class A CDL training programs for incarcerated offenders scheduled for release within 12 months, with bids due September 21, 2026 and written questions due September 14, 2026.

The program will initially operate as a pilot at Wake Correctional Center and North Carolina Correctional Institution for Women (both in Raleigh), with statewide expansion planned following successful completion. NCDAC estimates 60 to 80 total participants annually across both facilities, organized into 8 to 9 classes per year with up to 10 offenders per session. Each class must be completed within 4 to 5 weeks and comprise 160 hours of coursework. Bidders must price on a per-offender basis calculated at 80 annual participants, and pricing must include transportation to and from the facilities and DMV locations, meals meeting prison dietary requirements, instruction, materials, textbooks, trucks, DOT physicals, and employment placement assistance upon release. The vendor's driving school must locate within 30 minutes of the specified facilities and provide on-site medical personnel for DOT exams. Vendor staff must complete custodial agent training and PREA compliance through Wake Correctional staff and undergo background checks at vendor expense if requested.

The initial contract term is one year from the effective date of execution, with the State retaining options to renew for up to two additional one-year terms upon 30-day renewal notice. Bids must include at least three customer references for similar services, financial stability certification, and compliance certifications including E-Verify requirements, non-debarment status, and federal lobbying restrictions. The contract requires mandatory monthly business review meetings and transition assistance of up to six months if the contract expires or is terminated. Bid opening is scheduled for September 21, 2026 at 2:00 PM ET.

Opportunity text

The purpose of this Invitation for Bids is to seek competitive sealed bids from qualified vendors to establish an Agency Specific Term Contract to provide training for offenders within NCDAC Facilities to obtain Class A CDL License prior to release on an "as needed" basis if and when requested by the NC Department of Adult Correction during the contract period. Classes will be offered to offenders scheduled to be released within 12 months. This initiative will address the need for higher wages for former offenders and the need for truck drivers in the private sector and potential state jobs. This will start off being facilitated through Wake Correctional Center and North Carolina Correctional Institution for Women (NCCIW) and then expanded to other parts of the state once the pilot program has been completed. Correction Enterprises is a Division within the Department of Adult Correction. Correction Enterprises is responsible for marketable job skills for offenders prior to release by placing them in a real work environment in our plants. Correction Enterprises has 28 plants across the state that provide goods and services to the citizens of North Carolina at a discounted rate. Correction Enterprises sells to any state agency, public schools, universities, current and former state employees. Currently incarcerated individuals work in all our plants and receive necessary skills to reenter society
