About this opportunity
The City of Lake Forest, California is soliciting proposals for CCTV Network Video Recorder (NVR) infrastructure replacement and upgrades across five municipal facilities under an Informal RFQ, with responses due November 6, 2026 at 5:00 p.m.
The scope spans City Hall Civic Center, Sports Park, Skate Park, Heroes Park, and El Toro Park, encompassing approximately 125 camera feeds. Work includes mandatory site assessments to evaluate physical enclosure constraints, procurement and deployment of brand-new enterprise-grade hardware (no refurbished units allowed) at four locations, operating system transition from Windows 10 Pro to approved enterprise editions, a memory upgrade to 64GB ECC RDIMM for the existing Dell PowerEdge R7460XS at Sports Park, and migration of the video management platform from Milestone XProtect 2019 R1 to the latest enterprise release using City-procured licensing. All camera feeds must migrate without requiring camera-side IP configuration changes. Vendors are responsible for pre-deployment site audits, configuration backup management, IP address documentation, comprehensive testing and sign-off of all camera functionality, and provision of final as-built documentation. All proposed hardware, drivers, and operating systems must be certified compatible with the latest Milestone XProtect release and properly integrated with the City's existing Network Attached Storage for two-year video retention archiving. All equipment must be covered under warranty with responsive technical support throughout the operational lifecycle.
Pricing is submitted on a not-to-exceed basis with separate line items for hardware at each of the five locations, the 64GB RAM upgrade for Sports Park, total labor costs for project execution, and software costs for the Milestone upgrade. Vendors must provide a Statement of Experience and Qualifications or Technical Proposal along with a complete costing summary. Questions are due October 26, 2026. The anticipated contractor selection date is November 30, 2026. Electronic submissions are required through the OpenGov Procurement platform.
