About this opportunity

The California Conservation Corps is soliciting bids for fire inspection and testing services at the Los Pinos Center in Lake Elsinore, Riverside County, with bids due September 24, 2026, and a mandatory pre-bid walkthrough on September 16, 2026. Bidders must hold a California Contractor's License (C-16 classification) and be currently registered with the Department of Industrial Relations.

A 5% small-business preference applies to certified small businesses. Non-small businesses may access an extended preference by committing to subcontract at least 25% of the net bid price to California-certified small or microbusinesses. DVBE participation is not required but strongly encouraged, with a potential DVBE incentive of up to 5% applied during bid evaluation for bids with 1% or greater DVBE participation.

The scope includes annual inspection and testing of all fire alarm system components (including wet-type, dry-pipe, pre-action, and deluge sprinkler systems and kitchen hood fire suppression systems) across all buildings at the facility, conducted in accordance with NFPA 72 and NFPA 25 standards. Work encompasses annual smoke detector cleaning, semiannual fire alarm panel and power supply battery testing, various sprinkler system tests, and annual maintenance and hydrostatic testing of portable fire extinguishers. The service provider must ensure proper fire extinguisher class and code-compliant distribution onsite. If no hydrostatic test record exists within the past 12 years (or as required by code), hydrostatic testing is included in the service agreement.

The maximum contract amount is $58,490, with compensation based on actual expenditures invoiced in arrears. The contract term runs from October 1, 2026, through June 30, 2028 (two fiscal years). Performance and payment bonds are required post-award if applicable, with bond cost included in the bid total. Bids are subject to prevailing wage requirements and Department of Industrial Relations labor compliance monitoring. The anticipated intent to award is September 25, 2026, with final award upon budget approval. Bids are due electronically to Mujib.Sultani@ccc.ca.gov.
