About this opportunity
The New York State Office for People With Developmental Disabilities (OPWDD) is soliciting proposals to administer functional needs assessments for enrollees eligible for OPWDD services under RFP OPD-2026-27, with proposals due October 1, 2026, and a mandatory pre-bid conference attendance requirement (one of two sessions: August 31 via Microsoft Teams or September 3 via Zoom).
This is a single-contract award. Vendors must attend at least one mandatory pre-bid conference to be eligible. The scope comprises the Child and Adolescent Needs and Strengths (CANS-NY) assessment for individuals under 18 and the Coordinated Assessment System (CAS) assessment for individuals 18 and older, with anticipated annual volumes of approximately 6,000 initial CANS-NY assessments, 39,750 CANS-NY reassessments, 6,100 initial CAS assessments, and 120,000 CAS reassessments. The contractor must also support CASCANS plans and reports and requested informatics enhancements.
Minimum qualifications include five years of experience managing a workforce of at least 300 people with statewide geographic distribution; a data management system capable of capturing person-level data for at least 200,000 people meeting state and federal security standards; a 24/7/365 telephony and scheduling system; and capacity to process a minimum of 135,000 assessment assignments annually. OPWDD prefers a CMS-recognized Quality Improvement Organization (QIO) or QIO-like entity with demonstrated medical and utilization review experience for Medicaid-funded programs.
The contract term is five years, extending through March 31, 2032, with continued approval beyond five years at OPWDD's and the Office of the State Comptroller's sole discretion. The contractor must achieve at least 50% of requested monthly assessment volume within 90 days and 100% within 180 days, with a 180-calendar-day start-up period and associated one-time start-up costs not exceeding the proposed monthly budget for full capacity. OPWDD will withhold start-up costs in phases tied to milestones: 30% each at 30 and 60 days, 10% each at 90, 120, and 150 days, and the final 10% at 180 days. Service level agreements require newly eligible assessments within 30 days and priority assignments within 45 days. OPWDD will withhold 25% of deliverable payments for assessments exceeding quality thresholds.
The estimated total contract value is $5 million over five years. Pricing for years 1–2 is fixed; years 3–5 allow a maximum 3% annual increase for Consumer Price Index adjustments. Travel expenses are reimbursed per Federal GSA rates and New York State Comptroller guidelines. Evaluation comprises 70 points for technical merit and 30 points for cost. Questions are due September 10, 2026, with responses issued September 17, 2026. The anticipated contract start date is April 1, 2027.
