About this opportunity

Escambia County, Florida's Natural Resources Conservation Division is requesting quotes for forestry mulching services at the Jones Swamp Wetland Preserve in southwest Escambia County, with responses due August 14, 2026 at 3:00 p.m. via the County's OpenGov Procurement portal.

The scope covers reducing mid-story brush and trees measuring 8 inches or less in diameter at breast height across approximately 33 acres of mixed slash/longleaf pine stand using a low ground pressure ASV loader paired with a forestry mulcher attachment. All live trees and shrubs under 8 inches DBH must be ground to existing grade; all dead snags regardless of size must be felled and ground to existing grade. Mulched material shall remain on the ground surface rather than being incorporated into soil. Excessive ruts created during operations must be manually restored. The project aim is to reduce wildfire threat by removing excess vegetation along Jones Creek and the Southwest Greenway Trail.

Vendors must submit firm unit pricing per acre for the mulching services. Supporting documentation required includes proof of insurance or letter of insurability, Sunbiz registration, W-9 form, proper licensing and certifications, drug-free workplace certification, and E-Verify system compliance documentation. Responses will be evaluated on price and delivery time. The County reserves the right to purchase additional quantities at offered prices for up to 180 days following the quote submission deadline. Questions are due August 10, 2026 at 3:00 p.m.
