About this opportunity

Spring Independent School District is requesting proposals for Career and Technology Education (CTE) Products & Services covering equipment, equipment repairs, supplies, services, subscriptions, specialized programs, and professional development across fifteen Federal Career Clusters, with proposals due September 8, 2026 at 12:00 PM Central Time and a questions deadline of August 27, 2026 at 12:00 PM Central Time.

The scope spans Agriculture Food and Natural Resources, Architecture and Construction, Arts/AV Technology and Communications, Business Management and Administration, Education and Training, Energy, Health Science, Hospitality and Tourism, Human Services, Information Technology, Law and Public Service, Manufacturing, Science Technology Engineering and Mathematics, Transportation Distribution and Logistics, and College and Career Readiness. The District reserves the right to make partial or full awards and may substitute, add, or cancel products during the contract term with written notice.

The estimated contract value exceeds $100,000 annually. The initial contract term runs November 11, 2026 through November 10, 2027, with renewal options for up to four additional one-year terms or month-to-month extensions at the District's discretion. Bid pricing must remain fixed for the full initial twelve-month term; any price increase requests at renewal points are limited to no more than 3 percent and require justification.

Evaluation criteria include purchase price and discounts, long-term costs, quality of goods and services, extent of meeting district needs, vendor reputation, past relationship with the District, impact on historically underutilized business compliance, and vendor principal place of business location or Texas employment. Vendors must submit Form W-9, catalog information, company summaries with references from similar-sized organizations, and documentation of business certifications such as HUB, MBE, WBE, SBE, or VBE status if applicable. Shipping and handling charges must be specified as included or excluded from pricing. The District anticipates making an award recommendation at the Spring ISD Board of Trustees meeting on November 10, 2026. This is a replacement bid for a previous CTE RFP#22-003.
