About this opportunity
The City of Greeley, located in Weld County, Colorado, is seeking a qualified consultant to provide Capital Improvement Program (CIP) Planning & Management Services through Request for Qualifications (RFQ) #F25-05-036. The primary objective is to redesign the city's current CIP approach, transitioning from a fund-based to a more project-focused methodology that is comprehensible to staff, city council, and the public. Key deliverables include developing an Integrated Greeley 2075 CIP Plan, creating enterprise dashboarding and data management processes, establishing a 10-year CIP framework, generating a detailed 5-year CIP, and producing a 3-year Maintenance Improvement Plan. The procurement will involve a 3-year contract, with an initial 6-month period dedicated to developing the comprehensive planning document. Qualifications are due by 1:00 p.m. on June 11, 2025, with a tentative notice of award scheduled for June 30, 2025. The evaluation will be based on two primary criteria: Company and Personnel Qualifications (55 points) and Project Understanding (45 points), emphasizing the consultant's ability to create a strategic, adaptable infrastructure investment approach.
The RFQ does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The city requires vendors to have a clean record on SAM.gov and appropriate Colorado work licenses. While no incumbent vendors are specified, the city has an annual budget of approximately $541 million and employs over 1,200 people, suggesting a significant scope for the project. Direct expenses will be passed through without markup, and billing rates must remain valid for at least one year. The contract appears to be open to consulting firms with expertise in municipal infrastructure planning, strategic development, and comprehensive project management. Though a specific contract value is not detailed, the complexity of the project and the city's substantial budget indicate a potentially substantial engagement. The successful consultant will need to demonstrate capabilities in integrating multiple departmental projects, conducting public engagement, and creating a dynamic planning process that can adapt to Greeley's evolving community needs.
Opportunity text
The goal of the procurement is to select a qualified consultant who has experience in providing capital improvement program planning and management services to public sector organizations. The selected consultant will work under the overall direction of the City of Greeley's Managing Director to review the current CIP and recommend changes to how CIP can be reorganized to provide a more project focused approach rather than the current fund-based approach. The intent of the project is to make the CIP easily understood by staff, Council and members of the public. This may require establishing enterprise dashboarding and data management processes to integrate various projects from different departments to generate a logical, cohesive and comprehensive CIP that refocuses the intent of the CIP to meet the current and future needs of City of Greeley.
