The scope encompasses exterior repairs to the historic St. Joseph's A.M.E. Church (1891) and exterior and interior repairs to the 1952 and 1991 building additions. The project is funded through a HUD Choice Neighborhoods Implementation Grant awarded to DHA in 2022 in partnership with the City of Durham, supplemented by Community Development Block Grant funds. The DHA will select the contractor on a "Best Value" basis, considering factors beyond cost alone.
Bidders must be qualified, licensed, and insured. Bids exceeding $100,000 require a bid bond equivalent to 5% of the bid price. Performance and payment bonds or alternative assurances (20% cash escrow or 25% irrevocable letter of credit) are required for 100% of the contract price. Workers' compensation insurance, general liability insurance with minimum $1,000,000 coverage naming DHA as additional insured, and automobile liability insurance with $1,000,000 combined single limit are mandatory. Progress payments will be made at 30-day intervals based on percentage of work completed, with 10% retainage held on each payment. Questions are due September 28, 2026 at 5:00 p.m. ET to Andy Goolsby, AIA at andy@witharchitecture.com.
