About this opportunity

The Virginia Department of Transportation is soliciting bids for Cape Seal surface treatment on secondary routes across the Fredericksburg District, with bids due October 28, 2026. This is a Federal-Aid Highway project (FHWA Project Number PM06419) subject to Davis-Bacon Act prevailing wage requirements, which vary by county within the district—a key compliance constraint for cost estimation and crew scheduling.

The scope encompasses furnishing and applying asphalt surface treatment followed by emulsified asphalt slurry seal to existing roadway surfaces. Work items include approximately 180,776.87 square yards of emulsified asphalt slurry seal and modified double seal (single or double seal with CRS-2L emulsified asphalt and aggregate); 2,030 tons of travel lane patching; 386 hours of flagger service; and over 108,000 linear feet of pavement marking tasks. Slurry seal application must begin no earlier than 7 days and no later than 21 days after modified seal application completion. Contractors must hold flagger certifications and comply with work zone traffic control standards, Equal Employment Opportunity regulations, drug-free workplace policies, and restrictions on operations near schools during daytime hours. Electronic weigh tickets for materials are required.

The project completion date is October 17, 2027. A bid bond conforming to Section 102.07 of the specifications, equivalent to 5% of the bid value, is required. Bids must be submitted electronically through Bidx. The contract includes provisions for fuel and asphalt material price adjustments. Prevailing wage rates for flaggers range from $11.99 to $13.64 per hour depending on location within the Fredericksburg District.
