The cancelled scope encompassed needs assessment of existing county facilities (Administrative Complex, New Jail/Jail Expansion, Rodeo Arena/Show Barn, Animal Shelter, and other infrastructure); site design and development planning including preliminary design and financing strategy coordination; and construction phase services including full-service construction management and project oversight. The county sought a qualified individual, firm, or corporation with substantial and relevant experience in comprehensive master development services.
Qualifications were due October 1, 2026 at 2:00 p.m. Central Time at 110 S. Main Street, Room 302, Lockhart, Texas 78644, or electronically via www.bidnetdirect.com/caldwellcounty. The deadline for written questions was September 24, 2026. The earliest anticipated award date was October 8, 2026.
Evaluation totaled 200 points across demonstrable recent successful experience with similar projects (50 points), qualifications of key staff for planning, construction, and design (50 points), project manager experience with similar projects (40 points), availability and previous performance of project personnel (40 points), and ability to effectively manage owner-contractor-design professional relationships and address project disputes (20 points). Respondents were required to provide a minimum of four relevant project examples with project descriptions, construction costs, team qualifications, and owner references.
Compensation was to be negotiated separately through executed task authorizations using lump sum, fixed fee, or hourly rates with not-to-exceed amounts. Contract term would be established through executed task authorizations and amendments, with no automatic authorization of construction or obligation to proceed with any contemplated project. The county is tax-exempt and does not reimburse proposal preparation expenses. Firms were required to comply with Texas Government Code provisions regarding boycotts and disclose involvement with sanctioned entities.
