About this opportunity

Fayetteville State University is requesting proposals for comprehensive shuttle services on and near campus (within a five-mile radius) under RFP 58-RFP260007, with proposals due September 18, 2026 at 11:00 AM ET via Bonfire.

The scope includes two primary routes during Fall 2026: the Blue Route operating Monday–Friday with two minibuses (12+ passengers, ADA-accessible), and the Weekend Route operating Fridays and Saturdays 1:00 PM–6:00 PM with one minibus. Additionally, the university requires two minibuses available on an as-needed basis for up to six special occasions annually within a 75-mile radius of Cumberland County. Vendors must submit hourly rates for additional minibus services beyond contracted amounts. All vehicles must be no older than seven years, equipped with wheelchair lifts, GPS tracking with seven-day historical data capability, and dashboard cameras with seven-day recording capacity. Vehicles must be wrapped with FSU-approved theme graphics within ten business days of contract start at vendor expense. Proposals must include turn-key cost solutions encompassing licensed drivers, backup vehicles, fuel, maintenance, two-way communications, uniforms, and insurance. Personnel must include properly licensed drivers with completed background checks and drug screening, uniformed staff, and on-campus supervisory presence during operating hours.

The initial contract term runs from award through December 11, 2026, with university options to renew for up to two additional semester terms (Spring 2027 and Summer 2027) on the same terms, with 30 days' written notice required before exercising renewal options. The university currently operates a blended service transporting approximately 1,819 to 5,557 monthly passengers depending on semester, with two university-owned and two vendor-provided buses.

Evaluation criteria include vendor project organization, technical approach, experience, references, and cost, using best-value methodology with narrative consensus. Vendors must provide financial-stability certification and at least three customer references for similar services. Public bid opening occurs at 11:30 AM ET on September 18 via Microsoft Teams.
