About this opportunity

The Trustees of the California State University, on behalf of San Diego State University, are requesting proposals for a campus safety systems assessment and strategic planning engagement with proposals due July 31, 2026 at 2:00 p.m. Pacific Time, with a written questions deadline of July 13, 2026 at 2:00 p.m. Pacific Time.

The scope includes a comprehensive, data-driven assessment of SDSU's video security posture across the main campus, Mission Valley campus and River Park, Imperial Valley campus locations in Brawley and Calexico, and Snapdragon Stadium parking lot areas (excluding the stadium structure and stadium-operated camera infrastructure). The contractor must conduct physical on-site validation under daytime and nighttime conditions, perform coverage gap analysis and low-light effectiveness evaluation, review integration with related safety systems, and deliver strategic recommendations organized by priority tier. Deliverables include an audit report with coverage maps, gap register, benchmarking analysis, and a phased implementation plan that incorporates SDSU police incident data and pedestrian/traffic flow patterns and aligns with the existing Motorola Alta video management platform. Cost estimates must be itemized by hardware, installation, pathway/power, storage, licensing, support/maintenance, capital expenditures, and operational expenditures.

The initial contract term is six months, with renewals or extensions subject to mutual written agreement and continued funding. Evaluation uses a best-value methodology across 100 points: Cost Proposal (30 points), Qualifications and Experience (15 points), Technical Approach (40 points), and Audit Report Clarity and Details (15 points), with incentive bonuses of up to 5 points each for DVBE and Small Business participation. Pricing must remain firm for not fewer than 180 calendar days from proposal submission. Interviews or presentations are anticipated with dates to be determined. Notice of Intent to Award is scheduled for September 2026. Federal funding requirements and 2 C.F.R. Part 200 compliance apply if the procurement is federally funded in whole or part.
