About this opportunity

The City of Raleigh, North Carolina is soliciting sealed bids for the Camp Pond Dam Reconstruction Project, with bids due November 5, 2026 at 2:00 p.m. at the Finance Department/Procurement Division, 222 W. Hargett Street, 5th Floor. Bidding is restricted to prequalified bidders from prequalification list 274-SM2026-0014 only — a filter that eliminates all but the approved vendor pool.

The scope encompasses removal and replacement of the existing primary spillway's corroded metal pipe section; installation of cured-in-place pipe for reinforced concrete conveyance from catch basins on Richland Drive; demolition and removal of the existing riser; replacement of the existing auxiliary weir with a new 75-foot weir; construction of a downstream headwall; placement of riprap and grouted riprap on the downstream slope toward Richland Creek; and placement of quarry stones in Richland Creek. Contractors must hold an active North Carolina contractor's license with appropriate limitation and classification under N.C. Gen. Stat. Chapter 87, with evidence required at bid submission.

A mandatory pre-bid meeting is scheduled for 9:00 a.m. on October 7, 2026 at the dam project site, 5016 Richland Drive, Raleigh, NC 27612. Pre-bid submittals for "or-equal" items are required within 10 days of the advertisement issuance (by October 2, 2026). Bid security equal to 5% of the bid amount must accompany each submission. Award will be made to the lowest responsible and responsive bidder, considering quality, performance, and specified contract performance time. The project engineer is CDM Smith. Bidding documents are available through Duncan Parnell, Inc. at https://bidroom.duncan-parnell.com/ and require registration; addenda will be notified only to those purchasing full sets.
