About this opportunity

The California Department of General Services is requesting sealed bids for electrical upgrades at CalVet Headquarters in Sacramento under a lump-sum contract, with bids due October 7, 2026 at 2:00 p.m. and mandatory pre-bid site inspection on September 9, 2026 at 10:00 a.m. A 3% Disabled Veteran Business Enterprise (DVBE) participation requirement is mandatory, with a DVBE incentive program offering adjustments of 1 to 5% for exceeding the minimum; a 5% small business preference also applies to certified small businesses, and a 5% non-small business preference applies to non-certified small businesses committing to subcontract at least 25% of net bid price to California-certified small businesses or microbusinesses.

The scope includes disconnection and replacement of existing switchgear, switchboards, distribution panelboards, transformers, panelboards, disconnect switches, busway, and selective feeders; replacement of busway from SMUD vault to the main electrical room; and UPS replacement. Temporary power must support critical systems—facility security, server room HVAC and UPS loads, freight elevator, domestic water pumps, fire alarm and suppression, exit signs, and egress lighting—during service disconnection. Circuit tracing must identify and document all devices powered by the engineer-provided Revit model; work must be conducted during non-work hours, with updated as-built Revit and AutoCAD files required upon completion.

Contractors must hold a California A or B classification state license and be registered with the Department of Industrial Relations. Prevailing wage requirements apply based on February 2026 rates, with DIR compliance monitoring. Performance and payment bonds equal to 100% of contract price and bidder's security equal to at least 10% of the bid are required. Award will go to the lowest responsible bidder within 45 days of bid opening (October 8, 2026 at 10:00 a.m.). All bidders must provide valid Certificates of Reported Compliance for fleet vehicles subject to California Air Resources Board In-Use Off-Road Diesel Fueled Fleets Regulation, disclose any generative artificial intelligence use in bid completion or deliverables, and comply with Executive Order N-6-22 regarding Russian economic sanctions and certifications regarding nondiscrimination and undocumented alien employment.
