About this opportunity

The Missouri Department of Natural Resources is requesting quotations for prescribed burning services on approximately 400 acres (370 woodland, 30 grassland) at the Calico Creek Upland Restoration project in De Soto, Missouri, with sealed bids due electronically through MissouriBUYS on September 24, 2026, at 2:00 PM Central Time.

Vendors must possess at least two years of experience leading prescribed or controlled burns on both woodland and grassland properties and must demonstrate knowledge of ignition methods, weather pattern analysis, firebreak installation, contingency planning, equipment operation, and GPS/GIS applications. Wildland Firefighter II certification is desirable but not required. The work encompasses two adjacent properties (Goedeker and Ladd) separated by Calico Creek, located at 8200 Tar Blue Lane and 12840 Nickelson Road. Prescribed burning must occur during the nongrowing season (January 1 through March 31) in accordance with established Forest Management Plans to mitigate undesirable woody growth, promote nutrient cycling, and improve understory flora biodiversity.

The contract period runs from Notice of Award through one year, with the department holding the option to renew for four additional one-year periods contingent on vegetative responses and funding availability. All pricing must be firm and fixed; the state makes no guarantees regarding single order quantities or total aggregate quantities. Vendors must comply with OSHA and NFPA standards, maintain adequate liability insurance naming the state as an additional insured, provide post-burn reports within fourteen days, and submit quarterly progress reports.

Evaluation awards up to 100 points for cost and 100 points for technical factors including experience and past performance. Organization for the Blind participation yields up to 15 bonus points; Service-Disabled Veteran Business Enterprise status yields 3 bonus points. Funding derives from natural resource damage assessment and restoration processes managed by the U.S. Fish and Wildlife Service and Missouri DNR as natural resource trustees using recovered monetary damages from Big River Mine Tailings and Southwest Jefferson County Lead Mine Superfund Sites.
