About this opportunity
The New York Unified Court System (UCS) is notifying of a sole-source contract award for OutSystems, a low-code application development platform, with contract commencement August 15, 2026 through August 14, 2029. This is a contract notification, not a competitive procurement opportunity.
UCS is transitioning from its current procurement path through Carahsoft (Contract OC00077, expiring August 2026) to a direct contract with OutSystems because the previous purchasing vehicle is no longer available. The platform supports mission-critical statewide court operations and public digital services.
The scope includes FedRAMP-authorized runtime and infrastructure; SOC 2-attested security controls; embedded DevSecOps automation; full-stack visual development with reusable components; deep integration with on-premises and legacy systems; built-in governance for secure application delivery; and accessibility tooling compliant with ADA and Web Content Accessibility Guidelines 2.2 for public-facing and mission-critical court applications. UCS retains full ownership and control of applications and data without vendor lock-in.
This single-source procurement reflects the platform's integration into multiple current production systems supporting statewide court operations and the unavailability of alternative procurement paths previously used by the state.

OutSystems delivers: • FedRAMP authorized runtime and infrastructure • SOC 2-attested security controls • Automated, platform embedded DevSecOps • Full stack visual development and reusable components • Deep integration capabilities with on premises and legacy systems • Built in governance for secure and consistent application delivery • Full ownership and control of applications and data without vendor lockin • Built in accessibility tooling and customizable UI components designed to support ADA and Web Compliance Accessibility Guidelines 2.2 compliance for public facing and mission critical court applications These capabilities are essential for maintaining multiple current production systems that directly support statewide court operations and public digital services. UCS currently contracts for Outsystems via a purchase through Carahsoft but that procurement path is no longer available and UCS needs to transition to a direct contract with this vendor. UCS is requesting a contract term of three years (8/15/2026-8/14/2029.) This contract is C501250. This is a single source contract notification. This is not a procurement opportunity.
