About this opportunity
The California Department of Parks and Recreation, North Coast Redwoods District, is requesting sealed bids for septic tank and vault pumping services at four state park units (Benbow Lake SRA, Richardson Grove State Park, Sinkyone Wilderness State Park, and Standish Hickey SRA) across Humboldt and Mendocino Counties, with bids due July 31, 2026 at 2:00 PM.
Bidders must maintain a business location in either Humboldt or Mendocino County and submit proof of that location to be deemed responsive. All bidders must carry necessary permits for septic tank pumping and sewage hauling and disposal within both counties. Small Business and Certified Microbusiness firms are eligible for a 5% bidding preference; non-certified businesses subcontracting 25% or more with certified SB/MB firms also qualify for this preference. The Disabled Veteran Business Enterprise Incentive Program applies with no minimum participation requirement; bidders committing to DVBE participation may receive incentives up to 1–5% of the lowest responsive bid depending on participation level, subject to a combined incentive cap of $100,000.
The scope encompasses routine scheduled pumping and emergency pumping services for approximately 50 septic and holding tanks (200 to 2,400 gallons) across all four park locations, with service frequencies ranging from 1 to 4 times annually. Standard pumping must occur within two weeks of request; emergency pumping within two hours. The contractor provides all labor, materials, tools, and equipment necessary to pump, haul, and dispose of sewage and clean vaults and septic tanks per detailed specifications.
The contract term runs from January 1, 2027 (or upon Department of General Services approval, whichever is later) through December 31, 2029, or 36 months after DGS approval, whichever is later. Pricing is submitted on a per-service basis; the State reserves the right to increase, decrease, or eliminate service items. Award goes to the lowest responsible bidder. Bids must include completed DPR forms: Bidder Declaration (GSPD-05-105), DVBE Declarations (DGS PD 843 if applicable), Contractor Certification Clauses, California Civil Rights Laws Attachment, Payee Data Records, Darfur Contracting Act Certification, and an Artificial Intelligence Disclosure Form.
