About this opportunity
Capital Area Transit System (CATS), a regional transit authority in East Baton Rouge Parish, Louisiana, is requesting bids for 25 12-foot hip roof bus stop shelters with integrated site furnishings and solar-powered lighting systems under ITB CATS-2026-BusShelter-004, with bids due November 16, 2026 at 10:00 a.m. CDT. A 10% Disadvantaged Business Enterprise (DBE) participation goal applies under 49 CFR Part 26, and all contractors must comply with Buy America certification requirements (100% compliance for manufactured products under 49 USC 5323(j)(1) and 49 CFR Part 661), which functions as a mandatory capability filter.
Each shelter is specified as Tolar Manufacturing Company Model 26543-00 Niagara or approved equal, constructed from aluminum and steel with powder-coated silver RAL9006 white finishes. Shelters include perforated metal benches and 20-gallon pole-mounted trash receptacles. The solar-powered lighting systems for security under the shelter roofs must operate autonomously for a minimum of 5 days. Delivery is targeted within 12 weeks of award. CATS retains an option to purchase up to 25 additional shelters at the same bid price, subject to a maximum 2.5% annual increase in years two and three within a two-year option period.
Pricing is submitted on Exhibit B with unit and extended prices per line item, FOB destination, with payment terms Net 30 after receipt of approved invoices. Contractors must provide proof of insurance prior to award: Commercial General Liability of $1 million per occurrence and $2 million aggregate, Workers' Compensation with minimum $1 million Employers Liability per accident, Automobile Liability of $1 million per occurrence, and Professional Liability of $1 million per occurrence with $2 million annual aggregate. Written inquiries are due October 30, 2026, with CATS responses issued as addenda by November 6, 2026. Bids are binding for 90 days from opening. The project is funded in part through a Federal Transit Administration grant.
