About this opportunity
The Toledo Area Regional Transit Authority (TARTA) is soliciting bids for the purchase and delivery of forty new transit passenger shelters and replacement-parts inventory, with bids due July 31, 2026. All proposals must include manufacturer and material lists documenting where shelters and parts are manufactured.
The shelters will replace TARTA's current bus shelter inventory, which exceeds 50 years old, and will be deployed throughout TARTA's service area in Lucas County, Ohio. The scope includes both the new shelters themselves and an inventory of replacement components to support ongoing maintenance and repair across the transit system.
Bidders must submit a signed Declaration of Non-Collusion certifying that prices have been arrived at independently, have not been disclosed to other bidders prior to the publicized bid opening, and that no agreements have been made with competitors in restraint of competitive bidding. Bids that fail to comply with non-collusion requirements in paragraphs 1, 2, and 3 of the declaration will not be considered for award unless TARTA's purchasing unit head determines that any disclosure was not made to restrict competition.
Because the contract value exceeds $100,000, the Byrd Anti-Lobbying Amendment (31 U.S.C. 1352) and the Lobbying Disclosure Act of 1995 apply. All contractors must certify that no federal appropriated funds have been or will be paid to influence federal, congressional, or agency officials in connection with the award. If non-federal funds are used for lobbying contacts, contractors must complete and submit Standard Form LLL. These certifications must flow down to all subcontractors and subawards at all tiers. Failure to file required certifications subjects contractors to civil penalties ranging from $10,000 to $100,000 for each failure or prohibited expenditure.
