About this opportunity
Howard County, Maryland is requesting proposals for building renovation and repair services on an as-needed basis through individual task orders valued up to $1.5 million per order, with proposals due September 16, 2026 at 11:00 a.m. EST and a pre-proposal teleconference scheduled for August 19, 2026 at 11:00 a.m. via WebEx. A 15% Equal Business Opportunity (EBO) subcontracting goal applies; the County also encourages 1% aspirational participation by Veteran-Owned Business Enterprises.
Scope covers minor and major building renovation, repair, replacement, alteration, and maintenance for interior, exterior, and all building systems across various County departments. Some smaller projects may require design-build services including architect and engineering consultant services. Contractors must have a minimum of five years' experience in commercial building construction and renovation, with qualified project managers and superintendents each possessing at least five years of experience. Cost proposals must include pricing for Project Manager, Superintendent, Carpenter, and Laborer labor categories with overhead and profit percentages specified.
Service contracts estimated over $100,000 annually are subject to Howard County's Living Wage Requirement of $19.83 per hour as of January 15, 2026, adjusted annually. Contractors must certify compliance with this rate, which applies to the initial contract term and any renewals. The agreement period is one year commencing on or about January 1, 2027, with five renewal options exercisable in one-year increments at the County's sole discretion. Pricing shall be firm for one year from the effective date; price adjustments thereafter are limited to Consumer Price Index escalation or a maximum 5% increase, whichever is lower.
Performance bonds are required for task orders valued at $50,000 or greater. Contractors must carry Commercial General Liability Insurance with $2,000,000 combined single limits per occurrence and aggregate, Automobile Liability Insurance with $1,000,000 limits, and Maryland statutory Workers' Compensation Insurance. All work must be completed within 120 calendar days from notice to proceed.
Questions are due August 21, 2026 at 4:00 p.m. Evaluation will be conducted in two phases: technical criteria weighting experience, project performance, key personnel qualifications, and organizational structure, followed by oral discussions with shortlisted contractors. Proposals must include Contractor Qualifications Form, contract experience forms for ten projects in the $500,000–$1,000,000 range, project performance forms for five projects completed within three years, organizational charts, resumes for key personnel, major subcontractor and A/E consultant listings, employee health and safety plans, OSHA 300 Logs for 2023–2025, and sample invoices.
