About this opportunity
The City of Ann Arbor is seeking a third-party agency to provide comprehensive building and rental services through a competitive Request for Proposal (RFP #25-24) for a five-year contract period. The procurement covers critical municipal services including plan review, inspection, planning administration, building administration, and Building Official services for both residential and commercial construction projects. Specific deliverables include conducting thorough plan reviews, ensuring compliance with state and local building codes, performing comprehensive inspections, and supporting the Building and Rental Services unit within Community Services. The evaluation will utilize a point-based system assessing professional qualifications (20 points), past project involvement (30 points), proposed work plan (30 points), and fee proposal (20 points). Key proposal submission details include a due date of June 4, 2025, at 2:00 p.m. local time, with potential contractor interviews scheduled for the week of June 23, 2025. Contractors must maintain required professional certifications and demonstrate expertise in municipal building services.
The RFP indicates no specific set-aside designations for disadvantaged enterprises, though contractors must comply with the City's non-discrimination and living wage ordinances. Current living wage rates range from $17.08 to $19.04 per hour, depending on health care benefits provided. The City reserves the right to select one or more consultants and will consider environmental commitments during the evaluation process. While no specific budget range is explicitly stated, the contract allows for potential three one-year extensions beyond the initial five-year term, suggesting flexibility in long-term service engagement. Successful contractors will need to demonstrate comprehensive capabilities in municipal building services, with the ability to integrate seamlessly with existing City infrastructure and support broader Community Services planning objectives. The procurement appears designed to secure a versatile, competent partner capable of providing holistic building and rental service support for the City of Ann Arbor.
