About this opportunity

The City of New York Department of Design and Construction Division of Public Buildings is requesting bids for an HVAC upgrade at the Brooklyn Children's Museum located at 145 Brooklyn Avenue, Brooklyn, New York, with bids due September 30, 2026. All bidders must execute a Letter of Assent and comply with the 2025 NYC Agency Citywide New Construction & Renovation Project Labor Agreement (effective through December 31, 2028), and all subcontractors must become signatory to and bound by the PLA.

The scope encompasses HVAC demolition, renovation, and installation of new heating, ventilation, and air-conditioning systems; modification of existing geothermal loop piping; refurbishment of the existing cooling tower to enable operation; installation of a new rooftop mechanical visual screen; relocation of a roof smoke vent; miscellaneous interior partition and ceiling work; and new rooftop dunnage and visual screen support.

The project is subject to prevailing wage requirements, New York State apprenticeship requirements under Labor Law sections 222 and 816-b, and Community Hiring Construction Careers requirements with a goal of 30% cumulative labor hours performed by residence-based community hires, of which at least 30% must be worked by apprentices. Union recognition applies to all on-site employees performing program work, with labor referrals primarily from signatory local unions of the Building and Construction Trades Council of Greater New York; contractors may employ qualified applicants from other sources if unions do not fulfill requests within 48 hours. The agreement establishes an eight-hour standard workday Monday through Friday at straight time, permits four-day work weeks of ten hours per day on straight time for renovation projects, and allows overtime compensation at time and one-half for Monday through Saturday work.
