About this opportunity

WaTech, the Washington State Technology Services Agency, is requesting quotations for broadband ISP services across multiple sites in Washington State under RFQ 27-RFQ-003, with responses due July 29, 2026 at 12:00 p.m. Olympia Time. Vendors must have both a signed Network Services Agreement (NSA) and an applicable Broadband ISP Technical Addendum with WaTech on file prior to submission; responses from vendors lacking these documents will be disqualified.

WaTech evaluates each site independently on a per-site, per-speed basis. Pricing must be submitted on an individual, per-circuit basis using the provided cost model in Excel format, with all costs detailed including cabling, conduit, fiber, equipment, permits, labor, and fees; taxes are excluded. The evaluation combines cost scores and timeline scores over a 36-month period, encompassing non-recurring costs (NRC) and monthly recurring costs (MRC) plus guaranteed installation interval timelines. The lowest combined 36-month cost and shortest guaranteed installation interval receive maximum points on a proportional basis. WaTech reserves the right to request a best and final offer in case of tied scores and may award multiple Statements of Work or cancel sites without penalty.

The lowest-priced, qualified contractor per site will be declared the apparently successful vendor, with the process continuing through second and subsequent lowest bidders if the initial apparently successful vendor becomes ineligible. Contractor responses constitute firm offers valid for 90 days following the apparently successful vendor announcement date, extendable to 180 days by mutual written agreement. Criminal background checks are mandatory for all contractor personnel prior to service commencement.

A pre-proposal conference is scheduled for July 24, 2026 via Microsoft Teams (optional attendance). The complaint period closed July 27, 2026. The announcement of apparently successful vendor(s) is expected August 5, 2026, with optional debriefing on August 7, 2026. The earliest expected date to issue a Statement of Work is August 12, 2026. Amendment 1 was posted July 15, 2026; vendors must review the complete RFQ documentation on WaTech's procurement announcements website.
