About this opportunity
The New York State Department of Transportation is soliciting standby "Where and When" bridge rehabilitation contracts with work orders due October 29, 2026, for flexible deployment across the NYS highway system in specified counties, with work scope including non-structural bridge repairs, highway installation and maintenance, and roadway protection.
Work locations are primarily on the NYS highway system within designated counties, but the contract permits work in adjacent counties when essential due to weather events, contractor unavailability in the primary county, or when repairs to highways or bridges extend across county lines. Work on facilities extending into neighboring states may include work-zone traffic control. The contract structure anticipates urgent, large-scale work orders with compressed execution timeframes alongside routine maintenance activities.
The scope encompasses installing, repairing, and maintaining highways and appurtenances; performing non-structural repairs to bridges; and maintaining roadway operations. The contract provides the Department with maximum scheduling and location flexibility to respond to weather emergencies, unexpected repairs, and cross-jurisdictional infrastructure needs. No estimated contract value, contract term, set-aside or preference program, evaluation criteria, or pre-bid meeting date is specified in the source material.
Opportunity text
Standby Where and When contracts require maximum flexibility in the work tasks, locations, and delivery methods to meet the overall project needs. The work locations will primarily be on the NYS highway system in the counties shown in the contract documents. Under extenuating circumstances and as directed by the Regional Director, work may occur off the NYS highway system. In addition, work may be assigned in counties adjacent to the counties shown in the contract documents if that work is essential due to unexpected weather events, the Contractor for the contract in the adjacent county is unavailable, or if the work requires necessary repairs to a highway or bridge that extends into an adjacent county. Work on facilities extending into neighboring states may include the extension of work zone traffic control. This project may include urgent work orders that are larger in scale than typical work orders and necessitate a compressed timeframe for execution. For Highway Where and When contracts, the work to be performed will include installing, repairing, and maintaining highways and appurtenances. The work may include non-structural repairs to bridges. Maintenance and protection of roadways may be required to keep NYS roads operational.
