About this opportunity
The City of Modesto, California is requesting proposals for all-inclusive consulting services to conduct a Bridge Maintenance Status and Priority Study Project, with proposals due August 4, 2026 at 11:00 a.m. Pacific Time. A local-consultant preference applies to firms with full-time staff maintaining offices in Stanislaus County for at least 12 months prior to the proposal deadline.
The scope spans maintenance status reporting, bridge inspection review and supplemental inspections, priority maintenance reports, engineering design at 35%, 70%, 90%, and final submission stages, cost estimating, environmental studies including NEPA and CEQA clearance, State and Federal permit acquisition, right-of-way and easement identification, utility coordination, surveying, geotechnical studies, project management, and public outreach. All civil engineering work must be directed by a California-licensed Civil Engineer and completed in AutoCAD 2018 or later.
Evaluation is weighted: Proposed Scope of Services 45 points, Project Team and Experience 35 points, General Firm Qualifications and Location 15 points, and Local Sub-Consultant Involvement 5 points. The City uses a two-stage process: technical evaluation first, then cost proposal unsealing of the highest-ranked firm only. Compensation is structured as fixed costs for the initial scope (bridge inspection review, supplemental inspections, and priority reports) plus detailed fee schedules with hourly rates and unit prices for additional anticipated tasks. The City Standard Agreement permits time-and-materials or not-to-exceed fixed compensation, with the City Manager authorized to approve additional services up to 10% of agreed maximum compensation.
The selected consultant must obtain a City of Modesto business license, file a Statement of Economic Interest Form 700, and maintain professional liability insurance of no less than $2 million per occurrence and $2 million aggregate, plus Commercial General Liability, Automobile Liability, and Workers' Compensation coverage as specified in Exhibit C. Questions are due July 28, 2026 at 4:00 p.m. Committee review is anticipated by September 2026, with interviews potentially in October 2026 and City Council approval thereafter.
