About this opportunity
Klamath County Public Works is requesting proposals for engineering consultant services related to the replacement design of Bridge 35C168, a timber structure crossing the Lost River on North Poe Valley Road, under RFP 02-26, with proposals due September 17, 2026 at 10:00 a.m.
The scope encompasses professional and technical engineering and administrative services during design and construction phases. Deliverables include 30%, 60%, 90%, and 100% Plans, Specifications, and Estimates (PS&E), along with surveys, geotechnical investigations, hydraulic analysis, environmental coordination, utility coordination, and construction administration. The bridge is approximately 85 feet long and 26 feet wide, originally constructed in 1964; design must consider concrete box beams available from the Oregon Department of Transportation. The project is not subject to federal agency requirements, and full NEPA compliance is not anticipated unless required for right-of-way acquisition.
Consultant fees are estimated between $625,000 and $750,000, funded entirely from local sources. The contract term is two calendar years, effective from Notice to Proceed (anticipated November 9, 2026). Anticipated construction start is Spring 2028, with project duration estimated between 18 and 24 months from design initiation through construction completion.
Evaluation criteria are specialized expertise and technical competence (15 points), project team composition and organization (20 points), record of performance on similar projects (30 points), project understanding and risk mitigation (25 points), and ability to provide services within the project timeframe (10 points). Insurance requirements include Commercial General Liability of $2 million per occurrence / $4 million aggregate and Professional Liability of $2 million / $4 million aggregate. The Klamath County Board of Commissioners will make the final award following Selection Committee evaluation. Notice of Intent to Award is scheduled for October 15, 2026. No pre-proposal meeting is required, though interviews with finalists may be held.
