About this opportunity
The City of Laurinburg is seeking sealed bids for Contract 17.5, a comprehensive Bridge Creek Pump Station Bar Screen Replacement project located in North Carolina. The procurement is a single prime contract solicitation for wastewater facilities infrastructure improvements, encompassing new screening equipment, a parshall flume, concrete structure, manholes, 24-inch sewer installation, site work, and electrical components. Bidders must submit proposals by September 9, 2025, at 2:30 pm local time, specifically to City Hall at 303 W. Church Street, Room 221, in Laurinburg. Prospective bidders can examine bidding documents at Willis Engineers in Charlotte or Laurinburg City Hall during business hours of 9:00 am to 5:00 pm, Monday through Friday. Bidding documents must be purchased directly through Duncan Parnell's online platform (https://bidroom.duncan-parnell.com), with all payments made to that vendor, and only those who obtain documents through this official channel will be considered plan holders.
The City of Laurinburg explicitly promotes equal opportunity and encourages submissions from minority and women-owned companies, indicating potential set-aside or preference considerations for disadvantaged business enterprises. While no specific budget range is detailed in the documentation, the project's comprehensive infrastructure scope suggests a significant municipal investment. The solicitation includes a requirement for bid security and reserves the City's right to reject any or all bid proposals. Bidders will be evaluated on their ability to meet the project's technical specifications, with proposals accepted on either a lump sum or unit price basis. The procurement process emphasizes transparency and open competition, with bids to be publicly opened and read upon submission deadline. No incumbent vendors or existing technology integration requirements are explicitly mentioned in the available documentation.
