About this opportunity

Battery Park City Authority (BPCA) is requesting proposals for Urban Design Services to develop a comprehensive Public Space and Streetscape Framework for Battery Park City, with proposals due September 16, 2026 at 3:00 p.m. New York State-certified Minority-Owned Business Enterprises (MBE), Women-Owned Business Enterprises (WBE), and Service-Disabled Veteran-Owned Business Enterprises (SDVOB) are encouraged to submit; BPCA establishes participation goals of 30% overall (15% MBE and 15% WBE) and 6% SDVOB.

The scope requires proposers to synthesize existing studies, plans, and neighborhood data; develop concept-level frameworks for public space and streetscape improvements including precedent analysis from New York City and comparable contexts; conduct a community engagement process to refine concepts and priorities; develop a phased implementation strategy with high-level cost estimates; and prepare a final report and presentation materials documenting findings, recommendations, and next-step planning. Proposers must demonstrate successful completion of comparable urban planning, public realm, streetscape, or urban design framework projects and ability to attend in-person meetings.

The anticipated contract term is one year, beginning October 2026, with BPCA reserving the right to terminate with or without cause. The cost proposal must be submitted as a lump-sum fee broken down by task, deliverable, and payment milestone; all costs including meetings, workshops, presentations, site visits, community engagement activities, travel, and reimbursable expenses are incorporated into the single fee with no separate reimbursements permitted. The selected proposer must obtain commercial general liability insurance of $2,000,000 per occurrence / $3,000,000 general aggregate, automobile liability insurance of $1,000,000, and professional liability insurance of $3,000,000 per claim.

A pre-proposal meeting is scheduled for August 17, 2026 at BPCA offices (200 Liberty Street, 24th Floor). Questions are due August 21, 2026 at 3:00 p.m. Proposers are restricted from contacting anyone other than designated contacts during the Restricted Period from publication through contract approval by BPCA. All proposals are subject to New York State Finance Law, the Iran Divestment Act, Executive Order 16 (prohibiting business operations in Russia), and Executive Order provisions regarding gender-based violence in the workplace.
