About this opportunity

The Minnesota Department of IT Services (MNIT), in partnership with the Minnesota Department of Transportation, intends to renew a sole-source agreement with Boschung America LLC for up to 12 months of BORRMA-Web Hosting services, with objections due by August 13, 2026 at 10:00 a.m. Central Time.

This is a single-source posting notification, not an RFB or RFP. The renewal covers continued cloud-hosted software services for the BORRMA system—a tool that monitors roadside weather and manages anti-icing spray technology throughout Minnesota. Boschung America LLC retains exclusive ownership and intellectual property rights to the proprietary software. MNIT and DOT assert that the products and services required for this renewal are not available through third-party entities, establishing the sole-source justification.

Parties with concerns regarding the single-source determination must submit written objections to Rebecca Bley at rebecca.bley@state.mn.us by the August 13 deadline, or contact the HelpLine at 651.296.2600 (MN Relay Service: 711 or 1.800.627.3529), referencing the posting title and number. All documentation and submissions are conducted through the State of Minnesota Supplier Portal. The full description is available in the portal; the event ID/reference number is not currently displayed in this notice.
