About this opportunity
Erie Community College is soliciting bids for boiler maintenance, inspection, and repair services across three campus locations via ITB-SD-2627-04, with bids due August 18, 2026 at 2:00 p.m. A 10 percent minimum utilization goal for minority business enterprises (MBE) and 2 percent for women business enterprises (WBE) applies; subcontracting is not permitted.
The scope encompasses preventative maintenance, seasonal startup services, emergency repairs, and parts for multiple boiler systems at City Campus (121 Ellicott Street, Buffalo), North Campus (6205 Main Street, Williamsville), and South Campus (4041 Southwestern Boulevard, Orchard Park). Boiler manufacturers include Nunan Service, Power Flame, Triad, Weil McLain, Lochinvar, Armor, Spencer, and Brant. Services include annual inspections, combustion analysis, safety limit testing, gasket replacement, and 24/7 emergency response with a one-hour callback requirement. Bidders must have a minimum of five years' experience in commercial boiler repair and must obtain and maintain New York State workers' compensation and disability benefits insurance, register under Labor Law Section 220-i, and submit certified payroll records with each invoice.
The contract runs from September 1, 2026, through August 31, 2027, with two optional one-year renewal periods. Pricing is based on estimated annual inspection costs plus hourly labor rates for straight time (Monday–Friday), overtime, weekend, and holiday work, with a percentage markup on materials. The annual estimate includes 75 straight-time hours, 10 overtime hours, 5 weekend hours, and $5,000 in material costs. Prices must be firm and delivery must be prepaid and included in the bid. All work carries a one-year warranty and is subject to inspection and approval by designated college representatives. The college intends to award within two weeks of bid opening. Site visits are available upon request by contacting Jim Frankhauser at frankhauser@ecc.edu or 716-207-3848. Bids must be submitted online via BidNet (Empire State Purchasing Group) or physically delivered to the Purchasing Department.
