Boiler specifications are detailed in Appendix V.
Pricing must be submitted as itemized cost breakdowns on the Proposal Cost Form with fully burdened hourly rates that include all overhead, materials, lodging, meals, and transportation. The City will not accept separate truck, fuel, or mileage charges. Evaluation will weight corporate background and experience at 20 percent, firm financial stability at 20 percent, project understanding at 20 percent, project approach at 15 percent, team firm experience at 10 percent, and proposed cost at 15 percent. The lowest-cost proposer receives maximum cost points; proposals exceeding twice the lowest cost receive zero points.
Proposers must provide recent audited or reviewed financial statements, evidence of financial stability, and a minimum of three references for similar work within the past three years. Required insurance includes commercial general liability of $1,000,000 per occurrence, commercial automobile liability of $1,000,000 combined single limit, workers' compensation per North Carolina statute, professional liability of $1,000,000, and environmental/pollution liability of $1,000,000 per occurrence / $2,000,000 aggregate.
An evaluation meeting is anticipated for November 12, 2026, with selection announced November 19, 2026. The City reserves the right to award in whole or in part, reject all proposals, or negotiate individually with proposers.
