The City and County of Denver's Denver Bond Office and Department of Transportation and Infrastructure is requesting qualifications for architectural and engineering design services to renovate the Boettcher Concert Hall at 1000 14th Street, Denver, with responses due July 21, 2026 and a pre-submittal meeting on June 9, 2026 at 8:00 a.m. via teleconference. A 19% Minority and Women-Owned Business Enterprise (MWBE) participation commitment with certified firms is required, or demonstration of good faith efforts.
The scope encompasses HVAC, fire protection, life safety, data, technology, stage lighting, and audiovisual system upgrades; new interior finishes, seating, and acoustic improvements; floor plan modifications for circulation, ADA compliance, and educational integration; exterior work including roofing and façade repairs or replacement; evaluation and design of a pavilion expansion; and a west-side addition to activate the adjacent sculpture park. All improvements must meet current code requirements and achieve LEED Gold certification per Executive Order 123. Design services are expected to commence in November 2026, with construction anticipated to begin June 1, 2028.
The total project budget is estimated at $120 million, funded through the voter-approved $950 million Vibrant Denver Bond Program (2025). An optional site visit is offered June 10 from 10:00 a.m. to 12:00 p.m. Questions are due June 29 at 2:00 p.m. Shortlist notifications will be issued August 7, with interviews on August 13 and anticipated notice of selection on August 17. Submittals are limited to 20 pages and must address team qualifications, project organization and approach, project risks, innovative design solutions, design schedule, and MWBE responsiveness. Consultant and subconsultant hourly rates and classifications must be submitted in a separate envelope. Evaluation occurs in two phases: Phase 1 assesses the Statement of Qualifications on a 100-point scale; Phase 2 consists of interviews worth 50 points.
