About this opportunity
The Texas Department of Criminal Justice is requesting bids to establish a blanket purchase order for OEM replacement parts for International buses, with responses due July 31, 2026.
The scope covers original equipment manufacturer replacement parts for TDCJ's International bus fleet, supplied on an as-needed basis. Vendors must maintain inventory availability and meet specified delivery timelines. All goods must be new and unused unless otherwise specified; electrical items must meet OSHA standards and carry appropriate UL, FMRC, or NEMA listings. Delivery is quoted F.O.B. destination with freight prepaid and allowed. Respondents must specify delivery timeframes in calendar days, defaulting to 14 days if not stated. TDCJ reserves the right to make awards based on low line-item response, low total of line items, or any combination serving the best interests of the state.
Pricing must be firm for 30 days from the response due date. All goods are subject to inspection and testing at the vendor's expense if products fail to meet specification requirements. TDCJ may extend any resulting contract up to three months at its sole discretion.
Respondents must comply with extensive statutory requirements including E-Verify system utilization, anti-discrimination certifications, energy company and Israel boycott verifications, and cybersecurity training compliance. Submissions must include the vendor's Texas Identification Number (T.I.N.S.), Federal Employer Identification Number (EIN), firm name, and address. Responses must be time-stamped at the designated office by the due date; late or unsigned responses are rejected under all circumstances. The contract is subject to termination for non-appropriation without penalty to TDCJ, and payment is contingent upon available legislative appropriations. Purchases are exempt from State Sales Tax and Federal Excise Tax; respondents are responsible for all resulting taxes and fees.
