About this opportunity
The City of Glens Falls is soliciting bids for biosolids transport and disposal services from its wastewater treatment facility at 2 Shermantown Road, with sealed bids due October 6, 2026 at 11:00 a.m. A voluntary pre-bid meeting and facility tour is scheduled for September 17, 2026 at 11:00 a.m. at the WWTF.
The scope covers transport and disposal of dewatered biosolids generated by a conventional secondary treatment facility serving portions of Warren and Saratoga Counties. The facility processes approximately 4 million gallons per day with a treatment capacity of 10 million gallons per day. Transport and disposal services will be required three to four days per week depending on plant loadings and maintenance. The facility generates an estimated 6,500 wet tons of biosolids annually (averaging 125 wet tons per week), with a maximum yearly volume of 8,500 tons and a minimum dry solids content of 20%. Pricing shall be submitted on a per-wet-ton basis and includes all labor, materials, equipment, permits, overhead, profit, and insurance for removal, transportation, and disposal, excluding fuel surcharges and demurrage fees. A fuel surcharge/credit mechanism applies based on diesel prices relative to a baseline of $6.051 per gallon for the week of September 7, 2026, using a 5-mile-per-gallon vehicle efficiency and PADD 1B pricing indices. Demurrage fees of $30-minute increments apply for loading times exceeding 12 hours.
The contract term is 36 months with two potential 12-month extensions available by mutual agreement for a possible total of five years. The successful bidder must submit a 5% bid guarantee and obtain a performance bond of $250,000 or the bid price per wet ton multiplied by 1,500 tons, whichever is less. Contractors must maintain comprehensive liability insurance including $1,000,000 contractors' pollution liability coverage specific to this contract. The contractor bears responsibility for securing disposal sites, compliance with state and federal regulations, environmental cleanup of spills, daily hauling records, and submission of original disposal tickets with monthly invoices. The City may cancel the contract with 30 days' written notice; contractors must provide 90 days' notice to terminate. No prior awardee is identified.
