About this opportunity

The Trinity River Authority of Texas (AUTHORITY) Central Regional Wastewater System is soliciting bids for biosolids pathogen testing services under bid 4423-001-A-27, with bids due September 30, 2026 at 12:00 PM and bid reading at 2:00 PM the same day. The successful bidder must hold National Environmental Laboratory Accreditation Program (NELAC) certification for both Enteric Virus and Helminth Ova analysis — the primary capability filter.

The scope requires quarterly sampling events throughout the contract year, with the AUTHORITY submitting two samples per event (one pre-treatment and one post-treatment) to meet 40 CFR 503 regulations and Texas Administrative Code 30 TAC 312 for pathogen reduction in Class A/B lime-stabilized biosolids. Untreated sludge samples range 2–20% solids; treated sludge ranges 25–50% solids. Each sample must be analyzed for Enteric Virus using Plaque Assay method and Helminth Ova using specified methodology. The successful bidder must provide sampling kits and consumable supplies prior to each quarterly event and furnish analysis results with Chain of Custody documentation and signed reports. Bidders must submit at bid time certification documentation, a statement of experience with 503 methods, written Standard Operating Procedures, and Quality Assurance/Quality Control procedures.

The contract runs January 1, 2027 through December 31, 2027. All pricing must be entered in the Procureware system and is firm for the entire contract period with no escalation. The AUTHORITY covers shipping costs directly via UPS and pays upon receipt of analysis results and invoice.

Insurance requirements include Commercial General Liability of $2 million per occurrence / $5 million aggregate, Pollution Liability of $5 million, Automobile Liability of $1 million, Umbrella Liability of $10 million, Workers Compensation at statutory limits, Cyber/Technology Liability of $1 million per claim / $2 million aggregate, and Professional Liability of $1 million per claim / $2 million aggregate.

Clarification questions are due September 23, 2026 at 5:00 PM CST. A Microsoft Teams pre-bid conference is available. Bids must include Texas Resident Bidder Certification and Conflict of Interest Questionnaire forms and be submitted electronically via https://tra.procureware.com. Opportunity text

The Trinity River Authority of Texas (AUTHORITY) Central Regional Wastewater System (CRWS) land applies Biosolids and is seeking bids from qualified laboratories experienced in the analysis of Enteric Virus and Helminth Ova to meet the 40 CFR 503 regulations for pathogen reduction. The State of Texas regulations found in the Texas Administrative Code (30 TAC 312), mirror the Federal rules cited with the exception of lime stabilized biosolids (Texas classification Class A/B). Because of the volume of Class A/B Biosolids land applied, analysis for pathogen reduction is required quarterly. The CRWS facility will submit 2 samples, one pre and one post treatment, for each quarterly sampling event.
