About this opportunity
The Commonwealth of Virginia Department of Behavioral Health and Developmental Services is requesting bids for biomedical preventative maintenance and repair services at Piedmont Geriatric Hospital (PGH), a 123-bed geriatric psychiatric facility in Burkeville, Virginia, with bids due September 21, 2026. DSBSD-certified small businesses receive preference if bids are not more than $100,000 and deemed fair and reasonable.
The scope includes one initial equipment inspection and inventory (to be completed within 30 days of award), two preventive maintenance visits annually per manufacturer specifications, and corrective maintenance and repairs as needed for approximately 300+ medical devices including patient lifts, ventilators, defibrillators, vital signs monitors, nebulizers, oxygen concentrators, examination tables, and diagnostic and therapeutic equipment listed in Attachment A. The contractor must provide 24/7 technical support availability, maintain factory certification for all personnel, and comply with CMS and The Joint Commission requirements. Damages caused by contractor negligence must be repaired at contractor expense, and the contractor must provide loaner equipment if repairs exceed seven days of downtime.
The contract period runs from award through September 30, 2027, renewable for four successive one-year periods. Bidders must submit annual cost for preventative maintenance and inspection services, hourly labor rates for new equipment inspection and repair inclusive of travel, and unit pricing for additional equipment types that may be acquired during the contract term. Award will be made to the lowest responsive and responsible bidder.
The contractor must execute a Business Associate Agreement and maintain HIPAA compliance. Commercial General Liability insurance requirements are $1,000,000 per occurrence and $2,000,000 aggregate. Written questions are due September 8, 2026 at 3:00 p.m., with responses posted as addenda by September 9, 2026. Monthly invoices are due by the tenth of the following month, with payment within 30 days of receipt of accurate billing.
