Prevailing wages under California Labor Code Section 1770 are required, and the contractor must register with the Department of Industrial Relations.
The scope encompasses comprehensive rehabilitation of four biofilter cells: removal and replacement of approximately 55,000 cubic feet of lava rock per cell, installation of new 36-mil membrane liners, cleaning and modification of lateral pipe perforations, installation of cleanout piping on 58 laterals, addition of one-inch diameter drain holes every six feet on lateral inverts, installation of air rock diffuser layers, placement of LDPE cast net screens, and transfer of engineered media between cells. The contractor must supply labor, equipment, materials, and submittals including specifications for PVC cleanout piping, LDPE cast net screens, sprinkler heads, pressure gauges, and temperature probes. EMWD will provide air rock diffuser material, smoke bombs for testing, confined space rescue support, and lock out tag out services.
Bidders must hold either a General Engineering A or General Building Contractor B license and demonstrate a minimum of ten years' experience in similar services. Payment and performance bonds equal to 100 percent of contract price and a 24-month maintenance bond are required. Commercial general liability insurance of $2 million per occurrence and $5 million general aggregate, automobile liability of $1 million combined single limit, workers' compensation insurance, and contractors pollution liability insurance of $1 million per claim are mandatory.
Work must be completed within 16 weeks of notice to proceed, with an approximate start date of October 1, 2026. Evaluation criteria include personnel experience, price competitiveness, exceptions to RFP terms, performance history with preference for biofilter rehabilitation experience, detailed work plans with scheduling and personnel detail, CAL/OSHA compliance and safety record, and Iran Contracting Act certification. Questions are due July 13, 2026, with responses by July 16, 2026. Award recommendation is anticipated August 6, 2026.
