About this opportunity
Orange County Transportation Authority (OCTA) is soliciting bids for miscellaneous big-bus parts with a due date of September 25, 2026. Bidders must be the original equipment manufacturer, an authorized dealer, an approved reseller, or an OEM-authorized agent or subcontractor.
OCTA will award to the lowest responsive, responsible bidder with available inventory, and may split awards among bidders based on overall benefit. Warranty terms may influence award results. All freight and delivery costs must be included in the bid price. Bidders must state the manufacturer's name and complete the warranty section with warranty start date; failure to do so renders a line item non-responsive.
Brand name and model number identify a standard of requirement only. Bids for brands other than requested require prior OCTA approved-equal status, obtained through a formal process requiring fully supported technical documentation submitted on an Approved Equal Form and subject to OCTA review and testing. The bidder bears all burden of proof as to equality, substitutability, and compatibility; OCTA is the sole judge of acceptance. Bidders may bid approved-equal items in future solicitations once accepted.
Bidders must provide both separate warranties and pass-through genuine new parts manufacturer and/or supplied parts warranties, and remain responsible for both. All warranty obligations are pass-through to OCTA.

To provide goods described in this solicitation, bidder must be the original equipment manufacturer, authorized dealer or approved reseller, subcontractor, agent authorized by the OEM.
Please provide your best price, warranty terms, and lead time. The Orange County Transportation Authority (OCTA) will award to the lowest responsive, responsible Bidder with available inventory. The award of items identified on this solicitation may be split between Bidders based upon the overall benefit to OCTA. Best warranty terms may influence award results.
All freight costs and/or delivery costs are to be included in the Bidder's price.
Bidder must state manufacturer's name and complete warranty section including start of warranty checkbox. Brand name and model number, when used, are for the purposes of identifying a standard of requirement. IF NOT STATED, LINE ITEM MAY BE FOUND NON-RESPONSIVE.

To obtain approved equal status the item must be pre-approved by going through the approved equal process and providing fully supported technical data attached to an Approved Equal Form. Once OCTA has reviewed and tested the data, and if the part is accepted as an approved equal, Bidder may bid using that item in future solicitations. The burden of proof as to the equality, substitutability, and compatibility of proposed alternates or equals shall be upon the bidder, who shall furnish all necessary information at no cost to OCTA. OCTA shall be the sole judge as to the equality, substitutability, and compatibility of proposed alternates or equals.
Bidder shall, in addition to its separate warranties and obligations, provide a pass-through genuine new parts manufacturer and/or supplied parts warranty. Bidder shall be responsible for both separate and pass-through warranties. OCTA has the right to verify authorized dealership or distributorship status. Failure to comply with the stated warranty requirements will result in returned merchandise at the Bidder's expense.
When awarded to a vendor an emailed purchase order will follow. The vendor must reply to the Buyer's request, "Please confirm receipt of this order" PER EMAIL for the purchase order within twenty-four hours. Bidder must comply with Guaranteed Delivery due date as specified for each line item awarded. Failure to meet these requirements may result in cancellation of the purchase order and re-procurement charges.
