About this opportunity
The Orange County Transportation Authority (OCTA) is soliciting bids for miscellaneous big bus parts with a due date of September 4, 2026 — a same-day deadline indicating this is an expedited or standing solicitation refresh.
Bidders must be original equipment manufacturers, authorized dealers, approved resellers, subcontractors, or agents authorized by the OEM. OCTA will award to the lowest responsive, responsible bidder with available inventory. Award of line items may be split among bidders based on overall benefit to OCTA. All freight and delivery costs must be included in the bid price.
Bidders must state the manufacturer's name and complete the warranty section with start-of-warranty checkbox; omission of brand name, model number, or manufacturer identification renders a line item non-responsive. If bidding a brand other than requested, the item must obtain OCTA-approved equal status prior to bidding. Bidders seeking approved equal designation must submit fully supported technical data via an Approved Equal Form for OCTA review and testing; the bidder bears all proof-of-burden and associated costs. OCTA is the sole judge of equality, substitutability, and compatibility.
Bidders must provide their best price, warranty terms, and lead time. Warranty terms may influence award results. Bidders shall provide both separate warranties and pass-through genuine new parts manufacturer or supplier warranties, with responsibility for both.
No estimated contract value, specific line items, or performance location detail is specified in the source. The solicitation structure — expedited due date, split-award flexibility, emphasis on available inventory and warranty terms — indicates OCTA operates this as a standing or framework vehicle for routine bus maintenance and repair parts procurement.

SOLICITATION FOR BIG BUS PARTS
To provide goods described in this solicitation, bidder must be the original equipment manufacturer, authorized dealer or approved reseller, subcontractor, agent authorized by the OEM.
INSTRUCTIONS:
Please provide your best price, warranty terms, and lead time. The Orange County Transportation Authority (OCTA) will award to the lowest responsive, responsible Bidder with available inventory. The award of items identified on this solicitation may be split between Bidders based upon the overall benefit to OCTA. Best warranty terms may influence award results.
All freight costs and/or delivery costs are to be included in the Bidder's price.
Bidder must state manufacturer's name and complete warranty section including start of warranty checkbox. Brand name and model number, when used, are for the purposes of identifying a standard of requirement. IF NOT STATED, LINE ITEM MAY BE FOUND NON-RESPONSIVE.
If bidding a brand other than requested, it must be an OCTA approved equal prior to bidding. An OCTA approved equal may be entered on the bid and identified as such. To obtain approved equal status the item must be pre-approved by going through the approved equal process and providing fully supported technical data attached to an Approved Equal Form. Once OCTA has reviewed and tested the data, and if the part is accepted as an approved equal, Bidder may bid using that item in future solicitations. The burden of proof as to the equality, substitutability, and compatibility of proposed alternates or equals shall be upon the bidder, who shall furnish all necessary information at no cost to OCTA. OCTA shall be the sole judge as to the equality, substitutability, and compatibility of proposed alternates or equals.
Bidder shall, in addition to its separate warranties and obligations, provide a pass-through genuine new parts manufacturer and/or supplied parts warranty. Bidder shall be responsible for both separate and pass-through warranties. OCTA has the right to verify authorized dealership or distributorship status. Failure to comply with the stated warranty requirements will result in returned merchandise at the Bidder's expense.
When awarded to a vendor an emailed purchase order will follow. The vendor must reply to the Buyer's request, "Please confirm receipt of this order" PER EMAIL for the purchase order within twenty-four hours. Bidder must comply with Guaranteed Delivery due date as specified for each line item awarded. Failure to meet these requirements may result in cancellation of the purchase order and re-procurement charges.
