About this opportunity
The Orange County Transportation Authority (OCTA) is requesting bids on miscellaneous big-bus parts with bids due August 18, 2026. Bidders must be original equipment manufacturers, authorized dealers, approved resellers, or OEM-authorized agents; the sourcing constraint filters the competitive field to vendors with direct OEM relationships or pre-existing distribution agreements.
The scope covers parts identified in the solicitation line items. Bidders must state the manufacturer name, brand, and model number for each item; failure to do so renders the line item non-responsive. If proposing a brand other than the one specified in the solicitation, bidders must obtain OCTA-approved-equal status prior to bidding, which requires pre-approval through submission of fully supported technical data on an Approved Equal Form and OCTA review and testing. OCTA retains sole discretion to judge equality, substitutability, and compatibility; the burden of proof lies entirely with the bidder.
Bidders must include warranty terms — both their own and a pass-through genuine new parts manufacturer warranty — in their pricing. Bidders are responsible for both separate and pass-through warranty obligations. All freight and delivery costs must be included in the bid price. OCTA will award to the lowest responsive, responsible bidder with available inventory. Award may be split among bidders based on overall benefit to OCTA, and superior warranty terms may influence the outcome. Lead time must be stated.
No contract value, term, or incumbent is identified in the source.

SOLICITATION FOR BIG BUS PARTS
To provide goods described in this solicitation, bidder must be the original equipment manufacturer, authorized dealer or approved reseller, subcontractor, agent authorized by the OEM.
Please provide your best price, warranty terms, and lead time. The Orange County Transportation Authority (OCTA) will award to the lowest responsive, responsible Bidder with available inventory. The award of items identified on this solicitation may be split between Bidders based upon the overall benefit to OCTA. Best warranty terms may influence award results.
All freight costs and/or delivery costs are to be included in the Bidder's price.
Bidder must state manufacturer's name and complete warranty section including start of warranty checkbox. Brand name and model number, when used, are for the purposes of identifying a standard of requirement. IF NOT STATED, LINE ITEM MAY BE FOUND NON-RESPONSIVE.
If bidding a brand other than requested, it must be an OCTA approved equal prior to bidding. An OCTA approved equal may be entered on the bid and identified as such. To obtain approved equal status the item must be pre-approved by going through the approved equal process and providing fully supported technical data attached to an Approved Equal Form. Once OCTA has reviewed and tested the data, and if the part is accepted as an approved equal, Bidder may bid using that item in future solicitations. The burden of proof as to the equality, substitutability, and compatibility of proposed alternates or equals shall be upon the bidder, who shall furnish all necessary information at no cost to OCTA. OCTA shall be the sole judge as to the equality, substitutability, and compatibility of proposed alternates or equals.
Bidder shall, in addition to its separate warranties and obligations, provide a pass-through genuine new parts manufacturer and/or supplied parts warranty. Bidder shall be responsible for both separate and pass-through warranties. OCTA has the right to verify authorized dealership or distributorship status. Failure to comply with the stated warranty requirements will result in returned merchandise at the Bidder's expense.
When awarded to a vendor an emailed purchase order will follow. The vendor must reply to the Buyer's request, "Please confirm receipt of this order" PER EMAIL for the purchase order within twenty-four hours. Bidder must comply with Guaranteed Delivery due date as specified for each line item awarded. Failure to meet these requirements may result in cancellation of the purchase order and re-procurement charges.
