About this opportunity

The City of Minneapolis is requesting bids for liquid sodium hypochlorite under BID-PW, with bids due October 22, 2026 at 2:00 p.m. local time through the eSupplier Portal and written questions due October 13, 2026 at 10:00 a.m. CST. The contract will be awarded to the single lowest responsive and responsible bidder.

The scope is approximately 60,000 dry pounds of sodium hypochlorite at 12.0 to 15.0% W/W concentration for the Minneapolis Water Division over a 12-month period beginning December 1, 2026. Material must conform to AWWA Standard B300, hold NSF Standard 60 certification for drinking water treatment, and be delivered via approximately 4,000-gallon tank truck to the Columbia Heights Membrane Plant at 4500 Reservoir Boulevard. Deliveries are restricted to Monday through Friday between 7:30 a.m. and 2:00 p.m. on an as-needed basis; actual quantity may vary significantly from the estimate based on operational needs. Pricing is expressed in U.S. dollars per dry pounds delivered, calculated as net pounds (verified by certified truck scales) multiplied by assay weight percent per load.

Bidders must comply with Minnesota Statutes Section 16C.285, Subdivision 3 regarding responsible contractor criteria. All bids are subject to the Minneapolis Terms of Purchase, including the Minneapolis Living Wage Ordinance, prevailing wage requirements if applicable, insurance and indemnification provisions, and six-year record-keeping obligations. The City is exempt from sales tax; vendors must obtain an ST-3 exemption certificate. Prior to contract award, successful bidders must submit manufacturer information, product data sheets, safety data sheets, and current scale certifications. Shipments require advance driver notification, vehicle information, and security seals; noncompliance may result in refusal or termination. The City retains the right to waive irregularities and clerical errors. Invoices are submitted electronically to submitinvoices@minneapolismn.gov with payment rendered within 30 days of receipt, approval, and acceptance. Contact Paul Kranz at paul.kranz@minneapolismn.gov with questions. Bidders must be registered in the eSupplier system or complete registration prior to submission.
