About this opportunity
The City of Minneapolis is requesting bids on post-tension repairs at three parking facilities under BID-PW, with bids due September 15, 2026 at 2:00 PM local time. A pre-bid meeting is scheduled for September 2, 2026 at 10:00 AM CST at 33 North 9th Street, Suite 100, Minneapolis, available in-person and via Microsoft Teams. Written questions are due September 8, 2026 at 10:00 AM CST.
Bidders must be registered as responsible contractors meeting Minnesota Statutes Section 16C.285 subdivision 3 criteria and must submit signed verification statements under oath. All work is subject to prevailing wage requirements and the Minneapolis Living Wage and Responsible Public Spending Ordinance, with compliance mandatory.
The scope encompasses selective demolition and repair of post-tensioned concrete structures at three locations: 11th & Marquette (six levels), Leamington (nine parking tiers plus bus tier), and Convention Center Plaza (four tiers, 897 total spaces). Work includes full-depth and partial-depth concrete floor, wall, and ceiling repairs; tendon repairs and splicing; expansion joint preparation and installation; traffic topping application and repair; membrane repairs; crack sealing; and protective sealant work. Concrete materials must achieve 5000 PSI compressive strength at 28 days with a maximum water-cement ratio of 0.40. The contractor is solely responsible for determining actual extents and locations of repair areas, generating a construction and shoring program for submission to the engineer two weeks prior to work commencement, and preparing sealed shop drawings and calculations for all temporary support systems from a Minnesota-licensed professional engineer. Work must coordinate with ongoing facility operations while maintaining access for vehicles and pedestrians in unaffected areas.
Bidders must provide Commercial General Liability of $1,000,000 per occurrence, Auto Liability of $1,000,000 combined single limit, and Workers' Compensation as required by law. Bids exceeding $50,000 require the Responsible Contractor Verification form, including Attachment A-1 (First-Tier Subcontractors List), submitted with the bid response. The City will award a single contract to the overall low, responsive, responsible bidder. Any addenda will be posted by September 10, 2026. Bids must be submitted electronically through the City's eSupplier Portal and must include applicable sales tax on taxable items.
