About this opportunity
The City of Minneapolis is requesting bids for one Ion Chromatography System with autosampler and computer, with responses due October 21, 2026 at 2:00 PM CDT and written questions due October 13, 2026. Delivery is required by January 5, 2027.
The system will replace existing colorimetric tube tests and fluoride electrode testing at the Minneapolis Water Laboratory, serving the city's 500,000 residents by monitoring and optimizing water treatment while ensuring compliance with Minnesota Department of Health and EPA regulations. The scope includes one Ion Chromatograph with anion-separation column, one autosampler with minimum 60-position capacity, and one computer with control software. The system must comply with EPA Methods 300.0 and 300.1 or equivalent and resolve and quantitate fluoride, chloride, nitrite, bromide, nitrate, phosphate, and sulfate, with additional analytes desirable. Specific technical requirements address pumping systems, conductivity detectors, suppression systems, column ovens, and eluent generation capabilities. The vendor must provide onsite warranty coverage with all labor, parts, and travel covered for one year on all components, non-consumable parts covered for an additional two years, and optional extended warranties available.
Bidders must meet all federal, state, and local licensing, certification, and registration requirements and provide documentation of compliance. Bids must be submitted electronically through the City's eSupplier Portal in U.S. dollars and include all applicable sales taxes and fees; the City is exempt from sales tax and will provide an ST-3 exemption certificate. If the contract value exceeds $100,000, the Minneapolis Living Wage and Responsible Public Spending Ordinance applies. Prevailing wage requirements apply if applicable to public works. All products containing intentionally added PFAS are prohibited under Amara's Law. The City will award to the lowest responsive and responsible bidder. Bids must be acknowledged as independently arrived at without collusion. Any addenda will be posted by October 15, 2026. Contact Paul Kranz at paul.kranz@minneapolismn.gov for inquiries.
