About this opportunity

The City of Minneapolis is requesting bids on the Hilton Ramp Sanitary Plumbing Replacement Project, with bids due August 25, 2026, at 12:00 PM and mandatory attendance at a pre-bid meeting on August 6, 2026, at 2:00 PM at the P5-Lowest Parking Level of the Hilton Hotel Ramp (1030 2nd Avenue South). Bids exceeding $50,000 must include a signed Responsible Contractor Verification and Certification of Compliance Form and Attachment A-1 listing all first-tier subcontractors.

The scope is complete sanitary plumbing replacement including all materials, labor, equipment, and incidentals per specifications and drawings (available through QuestCDN for $10.00, eBidDoc #10238130). Substantial project completion is February 26, 2027.

A 3% combined MBE/WBE participation goal applies; all MBE/WBE subcontractors must be certified through the Central Certification Program in their scope of work and located within specified Minnesota and Wisconsin counties. Contractors must submit completed Solicitations, Bids Received, and SUBP Commitment Forms and demonstrate good faith efforts to meet the goal. Violations including substitution or elimination of committed SUBP subcontractors without prior written approval from the Minneapolis Department of Civil Rights are subject to fines up to $10,000 per occurrence.

Prevailing wage requirements apply under Minneapolis Code of Ordinances Chapter 24, with rates ranging from $22.08 to $61.28 per hour plus fringe benefits of $6.87 to $34.57 per hour depending on classification. An Affirmative Action Plan is required for contracts over $100,000, and the Minneapolis Living Wage Ordinance applies to contracts exceeding $100,000.

Award basis is the low, responsive, responsible bidder meeting all specifications. A 2% bid deposit is required, and the awarded bidder must provide Performance and Payment Bonds equal to 100% of the contract amount. Responsible contractor certification requires compliance with workers' compensation, unemployment insurance, Minnesota Department of Revenue registration, absence of wage-and-hour violations exceeding $25,000 within the prior three years, and current federal and state suspension or debarment verification. Questions are due August 12, 2026, at 12:00 PM; addenda will be posted by August 18, 2026.
