About this opportunity

The City of Minneapolis is requesting bids on residential electrician services for the Minneapolis Health Department and other city departments, with bids due July 29, 2026 at 2:00 p.m. CDT through the eSupplier Portal. The City intends to award up to two contracts and will fund the engagement with federal and state grant proceeds, requiring full compliance with OMB Uniform Guidance, HUD grant terms, and federal acquisition regulations.

Scope includes labor, equipment, service trucks, materials, tools, transportation, permits, and licenses for residential electrical repairs in single- and multi-family housing units. Work encompasses identifying and removing knob-and-tube wiring, adding circuits, replacing panels and sub-panels, adding dedicated lines and grounds, replacing motors, and other electrical work as directed by the City Project Manager. All work must comply with the Minneapolis Building Code, Minnesota State Electrical Code, and ADA guidelines. Bids must itemize pricing for journeyman and apprentice labor at regular and overtime rates, and GFCI outlet installation/repair services. Five line items cover 200 hours of journeyman regular time, 200 hours of apprentice regular time, 35 hours of journeyman overtime/weekend time, 35 hours of apprentice overtime/weekend time, and 200 hours of GFCI installation/repair. Unit prices must be firm and encompass all costs including manufacturing and delivery with no additional fees; material costs are limited to verifiable actual costs, and labor rates cover only productive hours at the job site.

The total maximum value across all contracts is $175,000. The initial contract term runs approximately August 2026 through August 2027, with the City reserving the right to extend for up to two additional 12-month periods. The contract is non-exclusive; the City reserves the right to hire other contractors for similar work.

Bidders must be Minnesota-licensed contractors or employ a licensed master electrician, demonstrate a minimum of one year in business, carry Commercial General Liability Insurance of $1 million per occurrence, Auto Liability Insurance of $1 million combined single limit, and Workers' Compensation Insurance as required by law. Contractors must respond to daytime service requests within 30 minutes and provide preliminary estimates within 48 hours; emergency calls outside normal hours require response within two hours. Written questions are due July 16, 2026 at 2:00 p.m. CDT, with addenda posted by July 21, 2026. The contract is subject to Minneapolis Living Wage and Responsible Public Spending Ordinance requirements if the contract value exceeds $100,000 and may be subject to Prevailing Wage Ordinance requirements if the work qualifies as construction or repair of public buildings.
