About this opportunity

Atlanta Beltline, Inc. is soliciting proposals for land license rental rate study and appraisal services covering the 22-mile Beltline corridor encircling Atlanta, with proposals due November 6, 2026. The scope centers on developing a defensible, scalable methodology to set license fees for Beltline land currently leased to adjacent businesses for outdoor patios and dining across multiple distinct submarkets with significant rental-rate variation.

The study must evaluate the feasibility of a percentage-of-submarket-retail-rent approach and recommend the most appropriate methodology or market rates for ABI land. Key context for the analysis: ABI conveys land as-is without site improvements; tenants assume all liability; ABI retains termination rights (30 days on most existing agreements, with ABI considering graduated termination windows: 6 months after year one, 12 months after year two, or no termination over 5-year terms) to enable land recapture for future transit construction. The methodology must account for corridor-wide submarkets and their distinct pricing characteristics.

The solicitation does not specify estimated contract value, contract term, evaluation criteria weighting, or a pre-bid conference date. Questions are due by November 6, 2026 (the same date as proposal due).
