About this opportunity
Greenville County Parks, Recreation & Tourism is requesting proposals for outdoor basketball court renovations at two county facilities under RFP #27010, with proposals due September 15, 2026 at 3:00 p.m. and a non-mandatory pre-proposal meeting scheduled for September 2, 2026 at both sites (11:00 a.m. at Slater Hall Community Center and 1:30 p.m. at Welcome Park).
At Slater Hall Community Center (5 Whitney St, Slater, SC 29683), the contractor will repair and resurface two existing half courts (95' × 100' total area) using tar crack repair, asphalt overlay, and SportMaster ColorPlus Pro System resurfacing to create one full basketball court, one pickleball court, two four-square courts, and two hopscotch games, including goal system replacement and striping. At Welcome Park (5 York Drive, Greenville, SC 29611), the contractor will demolish approximately 11,618 square feet of existing paved surfaces (basketball and tennis courts), construct one new full-size basketball court (84' × 50' playing surface on 95' × 60' asphalt with 2" overlay), apply SportMaster resurfacing and striping, reseed affected areas, and install goal systems.
The contractor must hold a General Contractor's License and specialty licenses for asphalt paving and court paint application, and be authorized to use the SportMaster ColorPlus Pro System. Product substitutions require County approval by the September 8 questions deadline. A 5% Bid Bond is required at submission; the successful bidder must provide Performance and Payment Bonds equal to the total bid price within 15 working days of award. Insurance requirements include Comprehensive General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, Automobile Liability of $1,000,000 per occurrence, and Statutory Worker's Compensation with $1,000,000 employer's liability limits, with the County named as additional insured on all policies except workers' compensation and auto liability.
Pricing is submitted as a lump sum for each location, inclusive of all labor, materials, equipment, mobilization, disposal, and transportation, with 30-day payment terms. Work must be completed within 180 days of the Notice to Proceed or 180 days of consistent working weather; a 90-calendar-day timeline from Notice to Proceed is preferred. Evaluation is weighted equally across five 5-point categories: RFP responsiveness, experience with similar projects, anticipated timeline, cost, and references. Award is tentatively scheduled for September 29, 2026, with contract negotiations from September 30 to October 7 and Notice to Proceed issuance on October 8. All work must comply with ADA Title II guidelines, asbestos management protocols, and PREA requirements, and the contractor bears full responsibility for jobsite safety and compliance with all applicable federal, state, and local laws.
